This paper highlights key themes that emerged in discussions with dozens of people associated with humanitarian agencies in the US and Eastern Africa about the implications of HIV/AIDS for humanitarian action. The belief that HIV/AIDS is a long-term epidemic that requires complex approaches and has implications for foreign policy runs throughout the paper. It focuses especially on the 2002-2003 food crisis in Southern Africa, but also considers HIV/AIDS-related events in other parts of Africa. It is organized by issue, rather than relief agency or program.
