This paper details the context against which the Good Humanitarian Donorship agenda has emerged and the challenges it aims to respond to. It summarizes key challenges addressed by the international humanitarian community, considers the increased bilateralization of aid and discusses the role of humanitarian action in an increasingly complex international political environment. The authors conclude by identifying some of the specific opportunities and challenges that the agenda presents for the European humanitarian aid community.
