This paper reviews needs assessment practice and its influence on resource allocation in Serbia - excluding Kosovo and Montenegro - and considers the period June 1999 to March 2003. It explores the extent to which the "developing-country paradigm" was adapted to the particular context of Serbia where security threats played a prominent role. The author also considers the ability of humanitarian actors to maintain impartiality in the politically charged environment.
