This paper focuses on the international humanitarian community and the link between needs assessment and decision-making with regard to response and resource allocation. Particularly, attention is paid to the food and health sectors. The paper focuses on the humanitarian crisis in Southern Africa. The authors conclude by calling for increased aid coordination to improve efficacy and delivery.
