This paper explores the relationship between humanitarian needs assessment and decision-making and compares the distinct assessment mechanisms in place in Somalia and South Sudan for response and resource allocation in protracted crises. It focuses particularly on the food and health sectors. The authors conclude that political considerations can and often do trump actual aid needs and delivery, and therefore call for greater coordination among aid agencies and governments to improve the impact of humanitarian aid.
