This paper examines the impact of humanitarian action in Afghanistan during the last quarter of the 20th century. It studies both the context of humanitarian action – in particular the political economy of the conflict and its effects on livelihoods – and the humanitarian actors themselves – specifically how they conceptualize and interact with conflict dynamics and support (or undermine) livelihood strategies. The paper seeks to inform aid agencies so that they may better develop practical strategics that permit for the delivery of humanitarian aid in hostile environments.
