This paper explores the Gulf states' role as official and emerging international aid donors. It looks in particular at the humanitarian aid programs of Saudi Arabia, Kuwait and the United Arab Emirates as three of the largest official donors in the Gulf. Furthermore, it investigates the history and motivations of aid programs in the Gulf, the architecture used for distribution, the increased privatization of Gulf aid and the coordination mechanisms applied. The authors conclude with a series of policy recommendations for Gulf states and private organizations.
