This policy brief offers a threat assessment of Russian foreign policy toward the EU. The authors explore how Moscow sees the EU and uses its power to influence it; how each member state relates to Russia; and the links between Moscow and EU institutions. The report draws on data gathered from all 27 EU member-states based on a survey of each country’s economic, political and military relations with Russia.
