This paper discusses the EU's energy policy and its implementation. It contains a number of recommendations for action to achieve the EU's target for cutting greenhouse gas emissions. The author establishes that EU Emissions Trading Scheme must be designed to offer long-term predictability and argues for direct support for investment in climate-friendly technology in developing countries. The paper concludes that energy intensive industries must be dealt with in a way that does not prompt complaints from the sector.
