This brief reviews Australia's development assistance to Pacific Island countries. The author argues that Australian government-to-government assistance, which focuses on strengthening public sector institutions and improving governance, does little to stimulate vital private sector participation in Pacific Islands. Several recommendations are made that aim to making Australia's Official Development Assistance more effective in helping the countries meet their development aspirations.
