This paper examines development policies for resource-rich developing countries. The author argues that the challenge for donor countries is to promote policies that enable fragile states to make the best of their resource endowments without falling prey to resource conflicts or authoritarianism. The paper concludes by listing concrete guidelines for policy makers.
