This paper reviews the literature on Rules of Origin as administrative barriers for African, Caribbean and Pacific countries under the Coutonou Agreement and EU Preferential Trade Agreements. The author concludes that the Coutonou+ and new Generalized System of Preference rules may be a source of significant discord in negotiations for full Economic Partnership Agreements.
