This working paper assesses the EU-27’s leadership strategy on climate change. It discusses the EU's attempts to change transatlantic perceptions on climate policy and economic growth, and illustrates how the EU has begun promoting the idea of a low-carbon economy. The author additionally considers the US and evaluates its carbon tax and cap-and-trade system. The paper concludes with an evaluation of the political feasibility and effectiveness of a post-Kyoto protocol.
