This paper examines responses to the failed referendum on the Law on Territorial Organization in Macedonia. It argues that the referendum's failure inhibited democratic progress, but conserved regional stability and security. It chronicles the events that led to the referendum's defeat and reviews reactions by political figures and their constituents.
