This paper surveys the history of major Islamic extremist movements in Uzbekistan and the social and political context from which the leaders and activists of these movements emerged. It argues that while their potential to foment political change in Uzbekistan is limited, efforts by President Islam Karimov's government have failed to eliminate them entirely. The author argues, moreover, that President Karimov - who enjoys widespread international support - can likely overcome limited popular unrest.
