This paper discusses the prospects for civil unrest in Turkmenistan under the leadership of President Saparmurat Niyazov. It reviews Turkmenistan's history, highlights potential causes of internal unrest and surveys six case studies. The author characterizes the Turkmen state as weak and ripe for turnover. A declining economy is highlighted as a chief source of dissatisfaction and potential catalyst for turmoil.
