This commentary discusses the implementation of UN Resolution 1816 (2008) authorizing countries to enter Somali territorial waters in order to prevent and repress piracy. According to the authors, the resolution did not work as intended. They point out that, although clearly present in Somali waters, warships are not much of a deterrence to the number of hijacking incidences.
