May 2002

The publication examines democratization in Central Asian countries since 1991. Based on data from the study "Nations in Transit", the author divides the countries into hybrid/transitional states and consolidated autocracies. The author argues that the predominance of clan structures in Central Asian politics has hindered the democratization process.
