This paper analyzes India's agreement on a deal that would allow the US to trade nuclear material, including fuel and information. The author argues that, in its current form, the agreement has serious implications for the nonproliferation regime, which includes the Nuclear Non-proliferation Treaty (NPT), IAEA safeguards and the NSG. He discusses how the agreement would impact the regime and what questions need to be answered in order to eliminate the risks posed by the agreement.
