This paper analyzes the role of gender in fragile states, focusing on violence, health, education, employment and income. It finds that gender relations matter often more in fragile states than in other states but are all too often ignored by policymakers. The author further states that conflict affects women in different ways than men, while reconstruction provides new opportunities for transforming gender relations in a positive way.
