This paper discusses the implications of brain drain. The author argues that this debate is needed as the often assumed negative effects of brain drain are far from obvious, even in fragile states. He discusses different policy options, makes recommendations in terms of technical assistance, advocates an "open door" policy and makes suggestions on how to improve conditions for those who stayed behind.
