This report examines the deteriorating situation in Sudan's Southern Kordofan state. The authors explain that the Comprehensive Peace Agreement reached in 2005 is at risk. The report shows that both parties to the Agreement, the National Congress Party (NCP) and the Sudan People's Liberation Movement (SPLM), who together form the government in Khartoum, are guilty of mistakes and misjudgments in the state as they maneuver for partisan advantage in advance of national elections scheduled for 2009. The authors argue that the conflict, which might become a second Darfur, calls for rapid intervention before next year's elections.
