This paper discusses the ISAF operation in Afghanistan and its effects on NATO. The author argues that the Alliance faces two major challenges: the reluctance of some Allies to commit troops to counter-insurgency tasks and defining realistic goals for military engagement in Afghanistan. The paper concludes that achieving even a modestly defined success in Afghanistan requires continued determination on the part of NATO.
