This publication examines the potential issues of the 2008 NATO Bucharest summit. It discusses four main points: operations, enlargement, military capabilities and partnerships. The author argues that the frequency of NATO summits between 2006 and 2009 should be seen as an expression of political circumstances, rather than the need for change within NATO.
