This brief assesses whether the French President Nicolas Sarkozy is right in his prediction of the launch of the Mediterranean Union as a historical rendezvous. It examines whether the Union will be able to push the Barcelona Process in the right direction. The author argues that the Union seems successful when it comes to ownership, visibility and timing, but that it does not solve the main problems of the Barcelona Process.
