This paper looks at the decision of the Danish parliament to facilitate the participation of Danish municipalities in the International Cities of Refuge Network. It argues that the conditions for refuge in Denmark for writers are problematic and could be seen within the national discourse on "Muslim relations." The author looks at the ambivalent relations in the discussion between hospitality, security and underlying fears of Muslim refugees.
