This report provides the background and context of the civil war in the Congo and discusses the specific challenges to peace and progress. It argues that the US must develop a sustainable, long-term approach, the aim of which is not just to tread water and prevent conditions from deteriorating, but to help move the country forward. According to the author, the US should focus on two central challenges: ending the rampant violence and insecurity in eastern Congo and promoting broad-based, environmentally sound sustainable development.
