This paper explores the connection between "societal security" and the growing role of the private sector in just about every relevant field of public policy. It examines the meaning of "societal security" within a North European and wider European context. The author considers the case for including the private sector within the purview of a "societal security" or equivalent policy. She discusses the merits of a triangular approach in which civil society also plays an active role, both in actual security work, and in moderating the possible excesses both of business and government.
