This paper outlines how jihadists have exploited humanitarian activities in Syria and Iraq. More specifically, the text’s author highlights how terrorist actors have manipulated such activities in three main ways: 1) by masquerading as humanitarian workers to travel to conflict zones; 2) by setting up fake charities to solicit funds for terrorism; and 3) by diverting funds from legitimate charities to extremist groups in Syria and Iraq. The report also looks at how the Australian Government can help prevent such exploitation from occurring in the future, highlighting the importance of early government intervention in setting due diligence standards for humanitarian aid groups.
