This paper looks at national security perceptions and policies in an age where conventional interstate threats have faded. The author deems it incumbent to get beyond vulnerability-based policy and the risk of becoming hostages to fear, both to ensure that limited resources address the correct problems efficiently, and to promote effective collaboration, a key element to human security. The author moreover outlines a framework for measuring threats and building common perspectives.
