This report identifies strategies for, and obstacles to incorporating science, technology and health expertise (STH) in US biological security policy. It examines the challenges posed by biological weapons and establishes where and when expertise is needed in policymaking. The author calls on the diverse branches of STH expertise to develop a common vocabulary and seamless strategy to promote cooperation and ensure utility for policymakers.
