This group report examines the need for reform in US interagency processes and communications to address 21st century security challenges. It outlines the features of interagency processes and notes where problems exist. Participants conclude that government must balance specialization and interagency mobility, as it needs both. Emphasis should be placed on better allocating resources, improving training and professional exchanges, and adopting a leadership-driven sense of a shared mission.
