This report provides a detailed, inside look at the US response to South Asia's Twin Peaks crisis. The Twin Peaks crisis was prompted by a brazen attack by militants on the Indian Parliament building in New Delhi in December 2001. The second peak in the crisis occurred in May 2002, with an attack by militants in Jammu. The authors argue the Bush administration's crisis management response was instrumental in resolving the crisis. Moreover, the events offer lessons for future US policymakers concerned with India and Pakistan.
