This paper discusses the East Siberia/Pacific Ocean (ESPO) oil pipeline project. First, it provides an overview of the project guidelines. Further, it considers the details of an ESPO branch running to China and plans to develop Eastern Siberian oilfields. The author concludes with policy recommendations.
