This report examines Turkey's policy toward Iraq's Kurdish region, pointing to conflicting paradigms among Turkey's political groupings and implications for regional stability. It details Turkey's policy of containing the Kurdistan Worker Party (PKK), its approach toward the government of Iraq's Kurdish region and sheds light on the struggle over the oil-rich province Kirkuk. The paper argues that both Turkey and Iraq's Kurdistan Regional Government (KRG) would be well served by keeping ultra-nationalism at bay and continuing to invest in a relationship that has proved remarkably pragmatic and fruitful.
