This paper explores the case and methods for addressing gender issues in post-conflict security sector reform (SSR) processes, drawing upon experiences from different countries. It defines the concepts of SSR and gender, outlines the rationale for and experiences of gender mainstreaming in SSR and presents practical experiences from post-conflict settings. Subsequently, the paper focuses on women's participation in security services; comments on the gender dimensions of disarmament, demobilization and reintegration; and summarizes the case for integrating gender concerns into SSR programing and policymaking.
