This report examines relations between Russia and the West, and the issuance of biometric ID cards and passports to Serbian citizens. Contributors consider the August 2008 war in Georgia, US ambitions to install a missile defense system in the Czech Republic, and civil-military relations during Russian President Boris Yeltsin's first presidential term. They consider additionally the ethics of government employing biometric identification systems.
