This paper examines the potential of poverty reduction strategies (PRS) to promote democratization in developing countries. It highlights how this potential could be made use of, develops a model of World Bank behavior which shows why the potential will mostly be left unexplored, and presents case study evidence for Malawi and Uganda consistent with that view.
