This paper discusses the impact of nuclear weapons on South Asian security, focusing on the roles India and Pakistan play for stability in the region. The author traces the history of the countries' nuclear weapons policies between 1998 and 2008 and concludes that the principal regional risk of nuclear proliferation is that leaders may weigh their strategic options and reasonably conclude that risky behavior best serves their interests.
