This paper looks at developments in the Horn of Africa, where a number of protracted and interlocking crises are at work. The author discusses some of the main factors that have been described as root causes of conflict in the region. He examines the insurgency against the Transitional Federal Government and Ethiopian forces in Somalia, the ongoing humanitarian crisis, and tensions between neighboring Somaliland and Puntland over disputed border areas, among others. Piracy is not covered in this publication.
