This paper examines Australian foreign policy under Prime Minister Kevin Rudd. The author argues that the defining feature of the Rudd Government’s emerging foreign policy is its ambition. He concludes that the final judgments about the success of the Rudd Government's foreign policy will rest on whether it can get the balance between ambition and implementation right.
