This paper examines how China's growing willingness to counter international terrorism has led it to explore the possibility of cooperating more closely with the EU. In response, the text’s author argues Brussels should wait for Beijing to make further moves before committing itself. Basically, China’s outreach efforts need to be more focused and less formalized.
