This briefing paper examines how government compliance with economic and social rights obligations can be assessed. The authors argue that without evidence on compliance it is not only difficult to hold governments accountable, but it is also difficult to find out what is preventing the full realization of economic and social rights. To do so, they advocate the application of quantitative methods and economic analysis.
