This publication examines the incentive structures of terrorists. It first outlines the strategic model, which posits that terrorists are rational political utility maximizers. The author then proceeds to test the empirical validity of this dominant paradigm in terrorism studies. Eventually, he discusses its policy implications and concludes by offering policy recommendations to reduce incentives of terrorism.
