This paper examines a potential role of Special Operations Forces (SOF) in counterinsurgency with specific reference to 'unity of effort.' The author argues that Special Forces are the sharpest instruments in the military toolbox available to policymakers although the great tactical success of these forces has not necessarily been translated into strategic success.
