This publication examines the shift in US military planning and doctrine which gives combating terrorism and guerrilla warfare equal status as traditional warfare. However, the author questions whether the US will succeed in countering asymmetric warfare. He argues that the November 2008 developments in Afghanistan, India and Somalia point to the difficulties of applying military solutions to problems that may require more fundamental approaches.
