In 2004, Australia, India, Japan, and the US worked together to respond to the devastating Indian Ocean tsunami. In 2007, these four countries formed the Quadrilateral Security Dialogue – the Quad – seeking to deepen their cooperation, only to disband after a year. The four nations met again for consultations in 2017 and 2018, but the purpose of the meetings remains vague. In this volume, emerging experts from each of the four nations explore the perspectives of their countries on the prospects and challenges of pursuing further cooperation in humanitarian assistance and disaster relief, including whether the Quad could still become an impactful platform for such cooperation.
