This paper focuses on the state and development of the Afghan Uniformed Police (AUP) and considers major developments in the field of police reform in 2007-2008. It examines how the Focused District Development (FDD) program reformed police at the district level countrywide as well as the deployment of the EU Policing Mission to Afghanistan (EUPOL). The paper finds that police reform in 2007-2008 has not seen efforts matched by effects.
