This paper explores how migration flows are managed along the southern maritime borders of the EU and how debates on human rights and security are dealt with. The authors do not focus exclusively on the prevention and control of irregular migration, but also on the development of new instruments and policies on managing migration flows. They examine the cases of the Canary Islands (Spain), of the Italian southern sea borders, and of the Greek Islands.
