This paper addresses a post-Cold War US security policy paradox: the US delivering less security at ever-increasing cost. The monograph discusses the reasons for the growing costs and for the diminished efficiency in the US security policy. The author argues that the reasons reside not in the differences between the Bush and Clinton administrations, but in their points of similarity.
